Let paramedics and firefighters actually DO something this time

Small wish: when an ambulance arrives, I want to see medics treating someone instead of standing around. Same with firefighters responding to vehicle fires.

A believable emergency response would make the world feel alive even when the player isn't involved.

This would be a noticeable improvement. The world should react to events that aren't connected to the main character.

Fire engine shows up, sees what I've done, quietly reverses out of the street.

I like the idea of persistent incidents, but they need to clear themselves. Otherwise the entire city becomes a traffic jam after ten minutes.

I'd love to hear emergency calls on a scanner and occasionally see one unfold as I drive past.
